Agreement between Belarus and Russia on Mutual Visa Recognition
The Ministry of Foreign Affairs notified of the entry into force on January 11, 2025 of the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on mutual visa recognition and on other issues related to the entry of foreign citizens and stateless persons on the territory of the States Parties - parties to the Agreement on the Establishment of the Union State, signed on June 19, 2020 (the Agreement).
The draft Healthcare Code of the Republic of Belarus
On 29 November, the draft Healthcare Code of the Republic of Belarus, which regulates and updates the legislation in the field of healthcare, was put up for public discussion.
Registration of Maximum Sale Prices Resumed for Pharmaceuticals
On 14 July 2023, Resolution of the Council of Ministers of the Republic of Belarus No. 444 enters into force. Resolution No. 444 amends Resolution of the Council of Ministers No. 776 dated 31.10.2018 "On Registration of Manufacturers' Maximum Sale Prices for Pharmaceuticals". The document approves a new list of pharmaceuticals whose maximum sale prices are to be registered and adjusts the procedure for such registration.
Resumption of Registration of Prices for Medicines
On 10 April 2023, the President of the Republic of Belarus signed the Edict No. 95 which renews the Edict No. 345 «On Registration of Prices for Medicines». This Edict was suspended in April 2020.

List of Documents with Extended Validity
On December 2, 2020, the Council of Ministers determined a list of documents, the validity of which will be extended by six months in accordance with the Edict of the President of the Republic of Belarus No. 442.

On November 25, 2020, the President of the Republic of Belarus signed the Edict No. 442, under which the validity of some documents is extended by 6 months.
Belarusbank Attracted 30 mln. EUR from Roseximbank
The cooperation became possible after the signing of the framework agreement between two financial institutions. It envisages the procedure for providing credit loans for the purpose of Belarusian-Russian projects financing, as well as allows to simplify and optimize procedures for the supply of Russian goods and services to the Republic of Belarus.
Decree No. 3 “On Foreign Non-repayable Aid”
The new Decree of the President of the Republic of Belarus dated May 25, 2020 No. 3 “On Foreign Non-repayable Aid” was officially published on May 26, 2020. This legal act declares to be no longer in force the Decree of the President of the Republic of Belarus dated August 31, 2015 No. 5 “On Foreign Non-repayable Aid”. The changes are connected with the purposes for which foreign non-repayable aid may be provided; cases when the Decree is not applied; taxes; information provided by banks.

Decree of the Council of Ministers of the Republic of Belarus dated May 19, 2020 No. 289 “On state registration of medical devices, pharmaceuticals and pharmaceutical substances” amended legal acts affecting the scope of state registration of medicines and medical devices.
Significant changes in medicines regulatory legislation
The new edition of the Law of the Republic of Belarus “On Medicines” was officially published on May 19, 2020. The document provided for the procedure for both state registration of medicines and the possibility of registration within the EAEU.
Draft Amendments to the Law on Consumer Protection – are Financial Services Consumers Protected Now?
The draft Law "On Amendments to Legislative Acts on Protection of Consumers’ Rights " (hereinafter - the Draft) is submitted for public debate. The current regulation of consumer protection does not cover certain types of financial services and does not take into account the specifics of activity on the financial market. Therefore, the draft law is intended to extend its effect to a wider range of financial services consumers and introduce new protection mechanisms for such consumers.
Measures for Support of Pharmaceuticals and Medicine Trade
In order to simplify access of Belarusian population to medicines and medical supplies during a difficult epidemiological situation, the Edict of the President of the Republic of Belarus No. 143 dated April 24, 2020 “On Support of Economy” introduced a range of incentive measures aimed at temporary weakening of some prohibitions and the state control in this sphere.
Ministry of Antitrust Regulation and Trade has Annulled the Resolution No. 184: See the Recent Changes in the Price Regulation
In order to stabilize the economy and, particularly, the situation on the consumer market, the Government previously took several measures for price regulation, including the adoption of the Resolution No. 184. According to the Resolution, price increase for more than 0.5% monthly was prohibited. At the same time, trade business entities were obliged to keep up with the established minimum assortment of goods. After a short space the Commission of the Ministry started its work, and all trade subjects could address their questions and applications to obtain a permission to raise the prices above the established threshold.
How do New Pricing Regulations for Socially Important Goods Work?
Belarus has adopted a lot of legislative acts regulating pricing mechanisms. The main acts are the Law No. 255-Z “On Pricing” and the Edict No. 72 “On Certain Issues of Price (Tariff) Regulation”. The Edict establishes the list of ministries and other government bodies authorized to regulate prices of certain goods. According to the Edict, prices of socially important goods shall be regulated by the Ministry of Antitrust Regulation and Trade. The list of socially important goods is established by the Resolution of the Council of Ministers No. 35.
