New Instruction of the Ministry of Antitrust Regulation and Trade for Trade Networks
The new Instruction on Classification of Retail Trade Stores by Kinds and Types of Goods will come into force on November 26, 2020. The Instruction establishes regulation for discounters having become widespread in the recent years. Also, the classification of trade stores has been simplified.
Changes in the Sphere of Banking Cards
The Resolution of the Board of the National Bank of the Republic of Belarus dated May 18, 2020 No. 155 (“Resolution”) amending some transaction aspects of payment cards was published and came into force on May 28, 2020 .
Decree No. 3 “On Foreign Non-repayable Aid”
The new Decree of the President of the Republic of Belarus dated May 25, 2020 No. 3 “On Foreign Non-repayable Aid” was officially published on May 26, 2020. This legal act declares to be no longer in force the Decree of the President of the Republic of Belarus dated August 31, 2015 No. 5 “On Foreign Non-repayable Aid”. The changes are connected with the purposes for which foreign non-repayable aid may be provided; cases when the Decree is not applied; taxes; information provided by banks.

New procedure for confirming the availability of documents on the quality and safety of goods during their sale
A new version of the Resolution “On the procedure for confirming the availability of documents on the quality and safety of goods during their sale” No. 64/30/81/47 came into effect on November 15, 2019. When selling goods via the Internet, sellers must now inform buyers that they underwent the mandatory conformity assessment procedures and that they possess the documents on the quality and safety of goods, before the conclusion of Retail Sales Agreement, orally or at the request of the consumer in written form, in the manner specified in the agreement of the parties.
Forthcoming Amendments in the Currency Legislation: the Draft of the New Edition of the Law “On Currency Regulation and Currency control”
The draft of the new edition of the Law «On Currency Regulation and Currency Control» is under review of the Parliament. The new edition of the Law aims to stimulate non-cash payments. The draft also added new definitions: repatriation, currency agreement etc. The list of permitted currency operations has been changed.
